The problem of flexible reassignment of control functions in man-machine systems at different phases of their life cycle is considered. The problem is stated and investigated within the theory of structure-dynamics control in complex technical systems. Advantages of this theory that is being elaborated by the author and of its application for the reassignment of functions are shown. The general procedure for a solution of the considered problem is proposed
