We deeply thank Professor Alwan for her excellent activity and welcome Professor Hirschberg whose biography is presented below. We should also like to take this opportunity to share a couple of developments in regard to the journal with our readers and authors. The Publisher of the journal is pleased to announce that the print publication backlog is solved as of August 2003 and the publication speed is back to normal. We thus encourage submissions of new papers and proposals for Special Issues. We should like to mention that all papers accepted for publication in Speech Communication are available online in the ScienceDirect Article in Press service a couple of weeks after acceptance, way ahead of print. To further support the Editors, referees an authors in the submission, submission tracking and review process the Publisher collaborated with the Editors-in-Chief to implement a fully functional Web based editorial system, Elsevier Editorial System (EES), available via . In the September meeting in Geneva a couple of decisions regarding the editorial policy of the journal were taken. A new procedure for Special Issues was approved by the Editorial Board to ensure equal quality as for regular paper processing: o Guest Editors will submit a proposal to one of the Editors in Chief. o The Editor in Chief in question will take responsibility for approved Special Issue proposals. o Papers will follow the same submission and rigid review process as regular papers, arranged for by the Editor in Chief. o Guest Editors will recommend referees to the responsible Editor in Chief. At least one of the referees must be outside the workshop for SIs based on a workshop. Against the background of the introduction of EES, it has been established to appoint one of the Editors in Chief as Managing Editor. Manuscripts submitted to the EES system will be shortly assessed by the Managing Editor who will then assign the submissions to one of the three Editors. With the new system, authors suggest, instead of select, an editor. While doing the assignment to one of the Editors in Chief, the Managing Editor will take into account the preference of the author, the areas of interest of the Editors, as well as their workload. This operational change in the editorial process will, we believe, ensure a more efficient assignment of manuscripts to Editors. Furthermore, authors who submit via EES are now asked to indicate if their work was presented at a conference, and to provide details in a footnote. We have full confidence that with the developments sketched above, in particular the appointment of Julia, the rapid publication times, and the new editorial system, the journal is in excellent shape! Renato de Mori, Editor in Chief Speech Communication Hilde van der Togt, Senior Publishing Editor Elsevier Bio Julia: Julia Hirschberg is Professor of Computer Science at Columbia University. From 1985-2003 she worked at Bell Labs and AT&T Labs, as member of Technical Staff and as Head of the Human Computer Interaction Research Department. She has nineteen years of experience working in spoken language generation and understanding systems. From 1999-2002 she led the SCANMail audio browsing and retrieval project, which permits the search of audio data by content. She currently works in the analysis, recognition, and generation of emotion in speech, in speech summarization, and in the analysis and generation of prosodic variation for text-to-speech. Hirschberg received a PhD in computer science from the University of Pennsylvania in 1985, in Natural Language Processing. She has published widely in computational linguistics, linguistics, and speech engineering conferences and journals, including theoretical and empirical studies of the interpretation of intonational contours, discourse markers, accent placement and prosodic phrasing, speech disfluencies, prosodic correlates of discourse structure, intonation assignment in text-to-speech systems, uses of prosodic information in speech recognition, audio browsing and retrieval, voicemail usage, and prosodic labelling conventions (the ToBI system). She is currently an editor of Speech Communication and was formerly editor in chief of Computational Linguistics from 1993-2003. She has been a fellow of the American Association for Artificial Intelligence since 1994. She was on the executive council of the Association for Computational Linguistics from 1993-2003. She currently serves on the board of the Permanent Council of the International Conference on Spoken Language Processing, and is Vice President of the International Speech Communication Association.
